Work Stoppages (Strikes) This figure shows work stoppages, or strikes, since 1950. In 1946, numerous strikes turned public opinion against unions. In 1947, Congress reacted by passing the Taft-Hartley Act, seeking a balance between unions and management. After this, the use of work stoppages by unions gradually began to decline.
