For most states, the map reflects voters’ choice of pro-or anti-secession delegates to state conventions. In Virginia and Texas, voters directly ratified secession ordinances; in Tennessee, they ratified an act of the state legislature. The map shows orange border states of Missouri, Kentucky, Maryland, and Delaware with a callout box that notes:  The states colored orange practiced slavery before and during the Civil War but did not secede from the Union. Based on the chapter narrative, what factors influenced voters in each state? What might have led 22 counties in northwestern Virginia to vote largely against secession, as detailed here, and to secede and form West Virginia in order to stay in the Union?
