The Old Lady doth protest too much: In September 2007, the Bank of England assured Northern Rock depositors that the bank would not fail. The bank’s balance sheet was widely believed to be healthy (solvency), but the bank had run short of cash to fund mortgages (illiquidity). Despite official assurances, there was a run on the bank because depositors preferred cash in hand to government promises.
