President Johnson’s major domestic initiative, the Great Society, was designed to address the problems of poverty and discrimination in postwar America and rally the nation’s youth behind it, as he expressed in a 1964 commencement address at the University of Michigan. His social vision reflected the major principles of liberalism in the 1960s. In 1960, at a gathering in Sharon, Connecticut, young conservatives presented their own ideas on how to tackle the social and moral problems affecting the country and its future.

The Great Society rests on abundance and liberty for all. It demands an end to poverty and racial injustice, to which we are totally committed in our time. But that is just the beginning.
The Great Society is a place where every child can find knowledge to enrich his mind and to enlarge his talents. It is a place where leisure is a welcome chance to build and reflect, not a feared cause of boredom and restlessness. It is a place where the city of man serves not only the needs of the body and the demands of commerce but the desire for beauty and the hunger for community.
It is a place where man can renew contact with nature. It is a place which honors creation for its own sake and for what it adds to the understanding of the race. It is a place where men are more concerned with the quality of their goals than the quantity of their goods. . . .
So I want to talk to you today about three places where we begin to build the Great Society—in our cities, in our countryside, and in our classrooms. . . .
The solution to these problems does not rest on a massive program in Washington, nor can it rely solely on the strained resources of local authority. They require us to create new concepts of cooperation, a creative federalism, between the National Capital and the leaders of local communities. . . .
So, will you join in the battle to give every citizen the full equality which God enjoins and the law requires, whatever his belief, or race, or the color of his skin?
Will you join in the battle to give every citizen an escape from the crushing weight of poverty?
Will you join in the battle to make it possible for all nations to live in enduring peace—as neighbors and not as mortal enemies?
Will you join in the battle to build the Great Society, to prove that our material progress is only the foundation on which we will build a richer life of mind and spirit?
There are those timid souls who say this battle cannot be won; that we are condemned to a soulless wealth. I do not agree. We have the power to shape the civilization that we want.

In this time of moral and political crises, it is the responsibility of the youth of America to affirm certain eternal truths.
We, as young conservatives, believe:
That foremost among the transcendent values is the individual’s use of his God-given free will, whence derives his right to be free from the restrictions of arbitrary force;
That liberty is indivisible, and that political freedom cannot long exist without economic freedom;
That the purpose of government is to protect those freedoms through the preservation of internal order, the provision of national defense, and the administration of justice;
That when government ventures beyond these rightful functions, it accumulates power, which tends to diminish order and liberty;
That the Constitution of the United States is the best arrangement yet devised for empowering government to fulfill its proper role, while restraining it from the concentration and abuse of power;
That the genius of the Constitution—the division of powers—is summed up in the clause that reserves primacy to the several states, or to the people, in those spheres not specifically delegated to the Federal government;
That the market economy, allocating resources by the free play of supply and demand, is the single economic system compatible with the requirements of personal freedom and constitutional government, and that it is at the same time the most productive supplier of human needs;
That when government interferes with the work of the market economy, it tends to reduce the moral and physical strength of the nation; that when it takes from one man to bestow on another, it diminishes the incentive of the first, the integrity of the second, and the moral autonomy of both.
