Figure13-12Future Demands on the Federal Budget This figure shows federal Department of Finance projections for federal spending on elderly benefits, Canada Health Transfer, and Canada Social Transfer as a share of GDP. As a result of our aging population, spending on elderly benefits has the highest percentage of GDP among these three transfer programs. Since the responsibility for the delivery of health care and education lies with provincial and territorial governments, the rising cost of health care may not show up on the federal budget.
