A consequence of agenda-setting is that the stories that don’t get attention from the mass media don’t make it onto the public and political agendas. Some groups try to overcome this barrier. Human Rights Watch works hard to publicize the high maternal mortality rate in rural India so that this important issue gets on the media agenda.
