Tom Johnson Collage Tom Johnson’s greatest achievement as mayor of Cleveland is memorialized in this collage, which shows incidents from his successful fight to get a three-cent streetcar fare for Cleveland. To get this low fare, Johnson finally instituted municipal ownership of the transit system. In the picture on the bottom right, he takes the controls of the city’s first streetcar in 1906.
