The Southern Pacific Railroad had dominated California politics since the 1870s. As governor, Johnson promised to “kick the Southern Pacific out of politics” and “return the government to the people,” winning support from progressive voters. During Johnson’s governorship, California adopted the direct primary; supported initiative, referendum, and recall; strengthened the state's railroad commission; and enacted an employer's liability law.
