First place in 2014 went to Raleigh, North Carolina. Raleigh was ranked third in 2013. Second place in 2014 went to Des Moines, Iowa. Des Moines was ranked first in 2013. Anchorage, Alaska, was ranked 53rd in 2014 but was ranked 18th in 2013! Are these facts evidence that Forbes’s ratings are invalid, biased, or unreliable? Explain your choice.
