She does not mention posters promoting businesses or paid entertainment, signs and banners used for fund-raising by organizations, and advertising flyers, even though these items also are often displayed in the same places as those she does discuss and with the same lack of legal permission. How are these items similar to and different from the kinds of items she includes in her definition?
