Promoting the Good Neighbor Policy
To encourage continuing friendly relations with Latin America during World War II, the Roosevelt administration urged Walt Disney to make the 1942 film Saludos Amigos — starring Donald Duck, Goofy, and “the Brazilian Jitterbird,” Joe Carioca — largely for distribution south of the border.
