Explain
When the organization is the author, begin with the name of the organization.
If a person is named as the author, begin with that person and give the organization as publisher at the end.
If the publisher and the author are the same, for a print source use “Author” in the publisher position at the end of the entry. For an online source, give the URL.
If the report has a number, put it in parentheses following the title.
Note on breaking URLs and DOIs
If you must break a URL or a DOI at the end of a line, break it after a double slash or before any other mark of punctuation.
Do not add a hyphen.
Do not put a period at the end of the entry.
