  1. What does John Yoo’s memorandum (Document 33-1) suggest about the way the author saw the relationship between the United States and the rest of the world? In your opinion, does the memorandum reflect a significant departure from earlier U.S. viewpoints and policies? Why or why not?
  2. Compare and contrast the postwar surge in immigration with the similar surge that occurred in the late nineteenth and early twentieth centuries (see Chapter 27). What similarities and differences do you note?
