TTHE CONSOLIDATION OF A LIBERAL ORDER in the Americas through reforms that began in the 1850s and accelerated through conflicts like Mexico’s Wars of Reform, the U.S. Civil War, and the Paraguay War in South America created stable conditions for a return of foreign investment that brought economic growth. But reforms intended to create a dynamic class of rural farmers served the opposite ends. In particular, liberalism created new economic pressures against rural workers and indigenous communities.
