Health Care Reform Repeated breakdowns of the federal government’s Web site when it opened for health insurance enrollment in October 2013 added fuel to the critics of the Patient Protection and Affordable Care Act. President Obama chose Faneuil Hall in Boston, where former governor Mitt Romney had signed a similar health reform measure for Massachusetts, to defend the law and promise that the Web site would be fixed.
