  1. Compare and contrast the complaints against taxation connected with the Stamp Act in 1765 and those resulting from the congressional requisition of 1785. What were the principal arguments in each case? In either case, was it simply a matter of people refusing to pay to support government functions? Why do you think anti–Stamp Act activists like Samuel Adams took a negative view of the 1786 tax protests? (See chapter 6.)

  2. Thomas Paine’s pamphlet Common Sense, which sharply criticized the monarchy, was widely circulated and hailed by rebellious colonists in 1776. In light of the colonists’ negative view toward monarchical power leading up to the Revolutionary War, how do you explain the powerful presidency that the victorious Americans set up in 1787? (See chapter 7.)
