If a word group begins with to and a verb, it must have another verb; if not, it is not a complete sentence. When you see a word group that begins with to and a verb, first check to see if there is another verb. If there is no other verb, the word group is a fragment.

To correct a fragment that starts with to and a verb, join it to the sentence before or after it, or add the missing sentence elements.
