In the early Middle Ages society perceived major crimes as acts against an individual, and such crimes were settled when the accused made a cash payment to the victim or his or her kindred. In the High Middle Ages suspects were pursued and criminals punished for acting against the public interest. Throughout Europe, however, the law was a hodgepodge of local customs and provincial practices. In this period national rulers tried to blend these elements into a uniform system of rules acceptable and applicable to all their peoples, though their success at doing so varied.
